Cannot get rid of popups that tell me cannot access Status

When I open my laptop there is a message box saying "Status is not accessible" The problem came about when I tried to view a product on a website for DIY Plastic sheeting.  There seems to be a file C:\Users\ron\AppData\Local\Temp\7zS4FCF\setup, lodged
in my C drive which keeps throwing up this file Status.msi nonsense then telling me it cannot be accessed and inviting me to try alternative paths.  It eventually goes away after repeated key bashing on Cancel and Delete but returns when I next opn my pc. 
I have tried deleting temporary files but it is still stuck there and driving me nuts as it comes on screen on top of my work.  Help someone PLEASE!  I am 71 and not too computer literate, as you might guess. I use Widows Vista Home Premium.

Can you delete the whole "7zS4FCF" folder in "C:\Users\ron\AppData\Local\"? That should stop the error appearing at start up.

Machine Throttling

• Go to the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Restart your system.
