I'm trying to install IE to fix some broken dlls but the installers downloaded from the IE downloads page give me the error that either IE is already installed or that a newer version is already installed.
When I go to view installed updates, IE11 is indeed
there but I am unable to run internet explorer from either searching the start menu or by using Run.
When I try to uninstall it it just says that "Windows was unable to uninstall some of the selected updates".
I have run this command in cmd:

with admin rights but while it completes successfully, after restarting IE11 is still listed under installed updates.
I looked into Window's update history and found that IE11 had failed to install 20+ times before being "Successfully" installed.
When
using Microsoft Fix-it's Program Install uninstall IE does not show up in the list of programs.
I have also run Windows update diagnostic and it shows the following:
