Can I backup Windows Mail from command prompt from System Recovery options?

Please help, I'm baffled. Vista on my Mum's Toshiba Satellite seems to have corrupted and just won't start in safe mode or any other mode - CHKDSK and file repair have run numerous times but won't cure it, won't let me go back to restore points - booting
up gets as far as creating the grey screen with pointer icon and no further, so I think I need to do a clean reinstall (don't have Vista install disks on Toshiba, so have to use their backup system to reinstall Vista to out the box factory settings).
data I really need to backup/save are Windows Mail emails, but as Vista just won't run to let me export them I'm wondering if it's possible to copy these over to a flash drive from command prompt window.
If this is possible, can anyone give me a complete idiots
guide to doing this, please (and how to reinstall the copied mail files once Vista has reinstalled).

  1. Access the files on your computer via MY COMPUTER
  2. Under the C: drive, access the WINDOWS folder
  3. Select the SOFTWARE DISTRIBUTION folder, followed by the DOWNLOAD folder.
  4. Delete any files within this download folder.
  5. If you are unable to delete these files, open the command prompt (CMD) as the administrator, and type "net stop wuauserv" into the CMD prompt window. Press ENTER. This should allow you to delete the files from step 4.
  6. Once the files are deleted, open and run the CMD as the administrator and type "wuauclt.exe /updatenow". Press ENTER.
