All programs will not execute

This started Tuesay, all programs will not execute except 64 bit IE & my computer.
I can browse files, but cannot open them.
I was running mcaffe at the time, can not do a scan for viurus, malware....  Downloaded programs to try & fix, download, then they
wont run.
Maybe a registy setting? Now everytime I shut down & restart, I get startup errors.
have been thru all the restore pints, still nothing.
Any ideas? I'm off to see if I can buy a boootable cd, ie, norton urilities or similar....
last resort will be
a clean wipeout.....
