My Windows is Unable To Shutdown or Restart System

I have Windows 7 Ultimate Service Pack 1 on my PC.
Sometimes when i want to restart or shutdown my windows , i click shutdown or restart many times, BUT it won't turn off at all !!! It usually happens when i worked with my PC a lot of time.
Can u help me ?

What happens when you click on Restart/Shutdown?Did you make any specific change in the computer?
Disconnect all external devices and then try to shutdown/restart computer.
Try booting computer in safe mode and then try shutting down the computer.

If the computer shuts down find through safe mode, perform
clean boot.
Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue.

Tweak IE Options

• Open Internet Explorer.
• Go to "Tools > Internet Options > Advanced Tab".
• Uncheck "Enable third-party browser extensions".
