ActiveX Dialogs Require Internet Explorer in the Desktop

We use tablets for documentation through an ActiveX based Web App.
Currently this App works on our tablets with Windows 8 in IE 10 in full screen mode, but we are testing 8.1 for deployment.
For users to log into the Web App, there is an ActiveX dialog box
that pops up after they select their name, to ask for their password.
Within IE 10 this is no problem, but in IE 11 we get the error "The site (website.com) uses dialogs that require Internet Explorer in the desktop." It then will work in the desktop but not
in full screen mode.
I have tried messing with various settings in Internet Options, but can't seem to find any that affect this.
I also cannot find any information whatsoever online about this error message.
Has there been some sort of change from IE 10 to
11 that would obviously cause this problem? Thanks for your help!

To check for Windows updates. Open Windows Update by clicking the Start button , clicking All Programs, and then clicking Windows Update. In the left pane, click Check for updates, and then wait while Windows looks for the latest updates for your computer. If any updates are found, click Install updates.

Install the latest updates for Windows and for the program displaying the error. Note that the update for the program might be listed as an optional update on the Windows Update page.
