Have had this issue with brand new computers straight out of the box.
 Have it with computers connected to domain and not connected to domain.
 Older machines and newer ones.
 Hard to explain.
 

All effected seem to be HP Probook line (4530s most frequently).
 Also with Lenovo m92z desktops.
 All running win7 x64.
 Cant really "google" the issue because it is hard to explain.
 

Basically after turning on the computer the user account will load or the user will ctrl+alt+del to logon and their profile will load.
 Then the desktop background/icons will load but clicking on them does not open the file/program.
 Even the system tray
icons appear but are "frozen".
 

Any/all help is appreciated.

In this method we will try to Boot in Safe mode with Networking and see if the error still persists.

  • Search "MSCONFIG" and Open.
  • Click on Boot Tab
  • Tick Safe Boot in Boot Option
  • Select Network.
  • Click Apply and OK.
  • Reboot your System.
